Improving Coordination Between SNAP and Medicaid in State Agencies

The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) has contracted with MEF Associates and its subcontractor, the State Health Access Data Assistance Center (SHADAC), to conduct a study to examine State-level opportunities for coordination between the Supplemental Nutrition Assistance Program (SNAP) and Medicaid. As there is extensive overlap in household participation in both programs, States have developed a variety of approaches to coordinate the two programs to improve efficiency, customer service, and program access. FNS seeks to understand States’ challenges with improving program coordination and highlight the best practices that could be shared with other States. The study includes case studies of five States, including a document review, semi-structured interviews with SNAP and Medicaid staff, and process mapping.
