This project worked to understand and address barriers to Unemployment Insurance (UI) benefits using Behavioral Science and Human-centered Design (HCD). Working with the National Association of State Workforce Agencies, MEF Associates and its subcontractor Anthro-Tech improved the readability and usability of Hawaii Department of Labor and Industrial Relations’ claimant-facing communications by examining the content of Hawaii’s communications related to the UI claims application, certification, adjudication, and benefits payment process. The revised communications have since been adopted by the state and are now in use.
