Understanding the Intersection Between TANF and Refugee Cash Assistance Services

States have implemented different models to provide cash assistance and related services to newly arrived refugees through Refugee Cash Assistance (RCA), TANF, and other associated programs. The Administration for Children and Families funded a study to learn how state and local systems serve refugees and how services are integrated across TANF and RCA. The study involved consultation with experts and with federal program staff, a review of program data, a survey of state program administrators, and site visits to eight communities serving refugees. Under subcontract to Abt Associates, MEF Associates led tasks related to the expert panel, consultations with federal staff, instrument development, field work, and special topic studies.
