This project, funded by the Administration for Children and Families’ Office of Planning, Research, and Evaluation, examined the extent to which TANF agencies serve and support homeless and at-risk families. The study involved a systematic review of 25 state and territory TANF plans and policy documents, an online survey of state and local TANF administrators, and site visits to five TANF programs. MEF Associates was a subcontractor to Abt Associates.
